TS EN 61439-1 LOW VOLTAGE SWITCHBOARD AND CONTROL PANEL - Part 1: The purpose of the general rules standard is to achieve uniformity of rules and verification for PANEL and to ensure compliance as much as possible with all the rules and features regarding the general construction applicable to low voltage switchgear and control panel (BOARDS) in order to avoid the need for verification of other standards. Therefore, all these rules for generally acceptable PANEL standards, for example, temperature rise, dielectric properties, etc. This basic, together with certain topics that are widely interested and applicable, are collected in the TS EN 61439-1 LOW VOLTAGE SWITCHING SYSTEM AND CONTROL PANELS - Part 1: General rules standard.
Only two standards are required to determine all the rules and corresponding verification methods for each type of low voltage switchgear and control cabinets:
- This basic standard, referred to as "IEC 61439-1" in special standards covering low voltage switchgear and control panels,
- Special PANEL standard, hereinafter referred to as the relevant PANEL standard.
For a general rule to be applied to the special PANEL standard, TS EN 61439-1 LOW VOLTAGE SWITCHING SCHEME AND CONTROL SCHEME follows the expression "IEC 61439-1"
PANELS - Part 1: The general rules standard is clearly referenced by indicating the relevant clause and sub-clause number (e.g. IEC 61439-1 Clause 9.1.3).
The specific PANO standard may not require a general rule where it is not applicable and therefore may not need to reference that rule, or if the general rule is deemed inadequate in the particular case, it may add rules but not deviate from that rule unless detailed significant technical verification is available in the specific PANO standard.
TS EN 61439-1 LOW VOLTAGE SWITCHING GEAR AND CONTROL PANEL - Part 1: In case of a mutual reference to another article in the general rules standard, this reference should be taken to be applied to this article as a correction by the special PANEL standard, if applicable.
The rules in the TS EN 61439-1 LOW VOLTAGE SWITCHING SYSTEM AND CONTROL PANELS - Part 1: General rules standard, which are subject to agreement between the PANEL manufacturer and the user, are summarized in Annex C (for information). Annex C facilitates the user in obtaining additional information on basic requirements and on the proper design, application and use of the PANEL.

TS EN 61439-1 LOW VOLTAGE SWITCHING AND CONTROL PANEL - Part 1: In the general rules standard, from now on, the term PANEL is used instead of low voltage switching and control panel.
TS EN 61439-1 LOW VOLTAGE SWITCHING AND CONTROL PANELS - Part 1: General rules standard covers descriptions and operating conditions, construction rules, technical specifications and verification rules for low voltage switching and control panels.
TS EN 61439-1 LOW VOLTAGE SWITCHING SYSTEM AND CONTROL PANEL - Part 1: General rules standard cannot be used alone to specify a PANEL or to determine conformity.
ENCLOSURES must comply with the relevant part of the IEC 61439 standard series (starting from Part 2).
TS EN 61439-1 LOW VOLTAGE SWITCHWARE AND CONTROL PANELS - Part 1: General rules standard applies to low voltage switchgear and control panels (PABOARDS) only when required by the relevant PANELS standard as follows:
- Rated voltage a.c. In case of 1000 V or d.c. PANELS not exceeding 1500 V in case of
- Fixed or portable PANELS with or without enclosure,
- PANELS intended for use in connection with the production, transmission, distribution and transformation of electrical energy and for the control of equipment consuming electrical energy,
- PANELS designed for use under special operating conditions, for example in ships, rail vehicles, provided that other relevant special rules are met,
Supplementary specifications for PANELS on ships are covered by IEC 60092-302.
- PANELS designed for the electrical equipment of machines, provided that other relevant special rules comply.
Supplementary rules for PANELS forming part of the machine are within the scope of the IEC 60204 standard series.
TS EN 61439-1 LOW VOLTAGE SWITCHING SYSTEM AND CONTROL PANEL - Part 1: General rules standard is applied to all PANELS that are designed, manufactured and verified once or completely standardized and manufactured in a certain quantity.
TS EN 61439-1 LOW VOLTAGE SWITCHING GEAR AND CONTROL PANEL - Part 1: General rules standard, motor starters, fuse switches, electronic equipment, etc., which must comply with the relevant product standards. It does not apply to individual devices and individual components.
