The EN 61010-1 standard specifies safety rules that are generally applicable to all equipment within its scope. For some types of equipment, one or more of the special rules in EN 61010-2, which must be read together, are added to the rules in the EN 61010-1 standard or replaced by the rules in the EN 61010-1 standard.
The EN 61010-1 standard specifies general safety rules for the following types of electrical equipment and their accessories (wherever they are intended for use):
a) Electrical testing and measuring equipment
Electrical testing and measurement equipment is equipment that tests, measures, displays or records one or more electrical or physical quantities through electromagnetic devices, as well as non-measurement equipment such as signal generators, measurement standards, power supplies used in the laboratory, converters, transmitters, etc.
NOTE 1 EN 61010-1 equipment includes benchtop power supplies intended for testing and assisting measurement on another piece of equipment. The power supplies intended for power equipment are within the scope of IEC 61558 (see Clause 1.1.2 h).
The EN 61010-1 standard also applies to test equipment integrated into manufacturing processes and designed to test manufactured elements.
Note 2 - In the EN 61010-1 application, the test equipment used in the manufacturing phase is installed near industrial machines or by connecting them to industrial machines.
Electrical industrial process-control equipment
Electrical industrial process-control equipment is equipment that controls one or more output quantities according to specified values, with each value determined by manual adjustment, local or remote programming, or by means of one or more input variables.
c) Electrical laboratory equipment
Electrical laboratory equipment is equipment used to measure, display, display, examine or analyze materials or to prepare materials, and includes equipment used for in vitro diagnostic (IVD) purposes.
EN 61010-1 equipment can also be used in areas other than laboratories. Examples of these include automated testing IVD equipment for use in the home and inspection equipment to check people or material in transit.
The purpose of the rules specified in the EN 61010-1 standard is to reduce the hazards to which the operator and the surrounding area are exposed to a tolerable level.
The rules for protection against special types of hazards are given in EN 61010-1 Clauses 6 to 13, as follows:
a) Electric shock or burn (see Article 6),
b) Mechanical hazards (see Article 7 and Article 8),
c) Spread of fire from equipment (see Article 9),
c) Excessive temperature (see Article 10),
e) Effects of liquids and liquid pressure (see Article 11),
f) Radiation effects, including laser sources, sound and ultrasonic pressure (see Clause 12),
g) Emitted gases, explosion and collapse (see Article 13).
Rules and ergonomic factors regarding protection against reasonable hazards arising from foreseeable misuse are specified in Article 16.
For hazards or environments that do not fully cover the above, risk assessment is set out in Clause 17.
Note - Attention is drawn to the existence of additional rules regarding workforce health and safety.
Tests in the EN 61010-1 standard are type tests that must be performed on samples belonging to equipment or equipment parts. The purpose of EN 61010-1 tests is only to check that the design and construction comply with the EN 61010-1 standard. In addition, manufacturers must perform the routine tests in Annex F on 100% of manufactured equipment having both hazardous live parts and accessible conductive parts.
The equipment must at least meet the requirements of the EN 61010-1 standard. Exceeding the rules is allowed. If a lower limit for a conformity value is specified in the EN 61010-1 standard, then the equipment may indicate a higher value. If an upper limit is specified for a fitness value, then the hardware may indicate a lower value.
Tests performed on subgroups that meet the rules in the relevant standards specified in the EN 61010-1 standard and used in accordance with them do not need to be repeated during type tests of the entire equipment.
Compliance with the rules in the EN 61010-1 standard is checked by carrying out all applicable tests. However, if, as a result of inspection of the equipment and design documentation, it is shown that the equipment has passed the test, that test may not be performed. Experiments; It is carried out under reference test conditions (see EN 61010-1 Article 4.3) and under error conditions (see Article 4.4).
If the declarations of conformity in the EN 61010-1 standard require inspection, this may include examining the equipment by measuring, examining the markings on the equipment, examining the instructions supplied with the equipment, examining the data sheets of the materials or components from which the equipment is made, etc. In all cases, inspection shall either show that the equipment meets the applicable regulations or indicate that further testing is required.
When performing a conformance test, if there is any uncertainty about the actual value of the applied or measured quantity (e.g. voltage) due to tolerance;
a) The manufacturer must ensure that at least the specified test value is applied,
b) Test laboratories must ensure that no other than the specified test value is applied.
