This part of IEC 60745 specifies the safety of hand-held, motorized or magnetically driven power tools, where the rated voltage of the tools is single-phase a.c. or dc. appliances and three-phase a.c. for 440 V. vehicles.
To the extent applicable, this standard addresses the common hazards presented by hand-held tools that are encountered by anyone in normal use and reasonably anticipated abuse of the tools.
Appliances with electric heating elements are within the scope of this standard. They must also comply with the relevant parts of IEC 60335.
The requirements for motors and appliances not isolated from the supply to have basic insulation not designed for their rated voltage are given in Annex B. Requirements for rechargeable battery-operated, motorized or magnetically driven tools and battery packs for such tools are given in Annex K. Also those for such tools powered and/or charged directly from the mains or from a non-isolated source are given in Annex L.
Handheld power tools, hereinafter referred to as tools, which can be mounted on a support or work stand for use as fixed tools without any modification to the tool itself, are covered by this standard. Requirements for such supports or workstations are given in Annex M.
This standard does not apply to:
- hand-held tools designed for use in explosive atmosphere (dust, vapor or gas);
- Manual tools used to prepare and process food;
- Portable equipment for medical purposes (IEC 60601);
- Heating appliances in accordance with IEC 60335-2-45.
Additional requirements may be required for handheld tools intended for use in vehicles or on ships or aircraft.
Special conditions may be required for handheld tools intended for use in tropical countries.
Tools shall be configured to operate safely in normal use so as not to pose any danger to persons or the environment even in the event of reasonable mishandling. In general, this principle is achieved by fulfilling the relevant requirements specified in this standard and compliance is checked by the application of all relevant tests.
General conditions of tests
Tests carried out according to this standard are type tests.
Unless otherwise stated, tests are performed on a single instrument that will withstand all relevant tests. However, any testing that requires tool modification or disassembly after testing can be performed on a separate sample.
For example, if the tool is designed for different power voltages, additional samples may be required. Testing of components may require additional samples of those components.
Cumulative stress resulting from successive tests on electronic circuits should be avoided. It may be necessary to replace components or use additional samples. The number of additional samples should be kept to a minimum by evaluating the electronic circuits involved.
Unless otherwise stated, tests are performed in the order of conditions. If it appears from the construction of the vehicle that a particular test is not applicable, no testing will be performed.
Tests are performed with the instrument or any moving part placed in the most unfavorable position that would occur in normal use.
Vehicles supplied with controls or switching devices are tested or
Devices set to their most negative settings so that the device can be changed by the user.
Electronic speed controllers are tuned for the highest speed.
If the adjustment means of the control can be accessed without the aid of a tool, this subregulation applies whether the setting can be changed manually or with the aid of a tool. If the adjustment tool is not accessible without the aid of a tool and the setting is not intended to be changed by the user, this clause does not apply.
Adequate sealing is considered to prevent the user from changing the setting.
Tests are carried out in a draft-free location and at a general ambient temperature of (20 ± 5) °C.
If the temperature supplied by any part is limited or affected by a temperature-sensitive device, the room temperature is maintained at (23 ± 2) °C in case of doubt.
Hungry. only a.c. Tested with . at rated frequency, if marked, and at the specified frequency for a.c./d.c. they are tested in more negative supply.
Hungry. For vehicles not marked with a rated frequency or having a frequency range of 50 Hz to 60 Hz, they are tested with 50 Hz or 60 Hz, whichever is more negative.
Appliances with more than one rated voltage must have a maximum negative voltage
For instruments marked with a rated voltage range, where the supply voltage is specified to be equal to the rated voltage multiplied by a factor, the supply voltage is equal to:
- the upper limit of the nominal voltage range, if greater than 1, is multiplied by this factor;
- the lower limit of the nominal voltage range is multiplied by this factor if it is less than 1.
When a factor is not specified, the supply voltage is most negative in the nominal voltage range.
For devices with more than one rated voltage or rated voltage range, some tests may be required at the minimum, average and maximum values of the rated voltage or within the rated voltage range. the most negative tension.
For instruments marked with the rated input corresponding to the rated voltage range and the average of the rated voltage range, where the power input is specified to be equal to the rated input times a factor, the input is equal to:
- If greater than 1, the calculated input corresponding to the upper limit of the nominal voltage range is multiplied by this factor:
- the calculated input corresponding to the lower limit of the nominal voltage range is multiplied by this factor if it is less than 1.
When a factor is not specified, the input corresponds to the input at the most negative rated voltage in the range.
When alternative attachments for the tool are provided by the manufacturer, the tool is tested with the attachments that give the most negative results.
Unless otherwise stated, instruments are tested with suitable flexible cable connected
If Class I vehicles have accessible metal parts that are not connected to a grounding terminal or grounding contact and are not separated from the portable parts by an intermediate metal part connected to a grounding terminal or grounding contact, these parts are checked for compliance with the appropriate requirements specified for Class II construction.
If class I vehicles have accessible non-metallic parts, these parts are checked to ensure that they comply with the appropriate requirements specified for class II construction, unless these parts are separated from live parts by an intermediate metal part connected to a ground terminal or grounding contact.
If Class I or Class II vehicles have parts operated at extremely low voltage voltage, these parts are checked for compliance with the appropriate requirements specified for Class III vehicles.
During testing of electronic circuits, the supply should not be subject to disturbances of external origin that could affect the results of the tests.
If in normal use the heating element cannot be started unless the engine is running, the element is tested while the engine is running. If the heating element can be started without the engine running, the element is tested whether the engine is running or not, whichever is more negative. Unless otherwise specified, the heating elements included in the tool are connected to a separate supply.
For attachments performing a function that is one of the relevant parts 2, tests are carried out in accordance with this section 2.
For other connections, tests are carried out in accordance with the manufacturer's instructions; In the absence of such instructions, the tool is operated continuously at a load at which the rated input or rated current is reached.
If a torque is to be applied, the loading method is chosen to avoid additional stresses such as those caused by side thrust. However, the additional loads necessary for the correct operation of the tool are taken into account.
If a brake is used to apply a load, it should be applied gradually to ensure that the starting current does not affect the test. The output means for loading purposes can be modified for a brake connection.
Instruments designed to be operated at safe extra-low voltage are normally tested with the supply transformer if sold with the instrument.
